The crash happened at Broad and Juniper streets in the 9th District, where the Lincoln bypassed traffic stopped at a red light, jumped the island, and hit the pedestrians, investigators said. Police stopped the vehicle on the 1700 block of North Broad Street and arrested the driver.
Both victims were taken to Jefferson University Hospital by paramedics. A male, whose age has not been released, suffered minor leg injuries and is stable. The other pedestrian, a 35-year-old man, is in critical condition.
The scene was held for investigation by the Crash Division, which is actively working the case.
